**WASHINGTON** — The United States marked the national debt crossing $40 trillion this week by announcing plans to buy back more of its own debt, a sophisticated fiscal maneuver experts described as “moving money from one government pocket into another until the bond market feels better.”

The Treasury increased purchases of longer-dated government bonds after yields climbed sharply, helping reduce the amount of debt investors currently have to absorb.

Officials emphasized that buying government debt with government money should not be confused with reducing government debt.

“That would involve spending less than we collect,” explained one Treasury official. “This is completely different.”

Under the strategy, the federal government will continue issuing enormous quantities of new debt while selectively buying back older debt, allowing Washington to simultaneously be the borrower, issuer, buyer, seller, and increasingly concerned observer of the transaction.

Economists praised the flexibility.

“It’s similar to paying one credit card with another credit card,” said one analyst, “except you also own the bank, print the currency, and have nuclear weapons.”

Treasury officials stressed that the buybacks are intended to improve market liquidity rather than address the underlying fiscal imbalance.

The distinction is important.

The government still owes roughly $40 trillion.

It just briefly bought some of the evidence.
