**WASHINGTON** — The White House unveiled a sweeping new industrial strategy this week aimed at ending America’s dependence on foreign manufacturing by relying heavily on foreign manufacturers until America is finished becoming independent from them.

Under the plan, strategically important imports will be divided into two categories:

1. **Foreign products America should stop depending on immediately**, which will receive tariffs.
2. **Foreign products America urgently needs but cannot currently make enough of**, which will be purchased from foreigners.

The administration recently moved to impose new tariffs on imported drones and components while also opening more U.S. Navy shipbuilding work to foreign yards, including facilities operated by companies in South Korea and Italy.

Officials described the approach as “America First with transitional geography.”

“We cannot allow the United States to remain dangerously reliant on overseas industrial capacity,” said one administration official. “That is why we’re asking several overseas industrial powers to help us stop doing that.”

Under the new framework, ships built in South Korea may be classified as “domestically strategic maritime assets temporarily manufactured in Korea,” while drones imported from allied countries will remain foreign enough to require additional taxation.

Commerce officials stressed that the apparent contradiction is actually a sophisticated sequencing strategy.

First, America will make certain foreign goods more expensive.

Then, America will purchase other foreign goods it cannot yet produce.

Finally, after enough factories, shipyards, supply chains, engineers, skilled workers, component manufacturers, and supporting infrastructure have somehow materialized domestically, the United States will become self-sufficient.

The administration said the transition could take several years, during which Americans are encouraged to remain fiercely independent while continuing to import whatever is necessary to achieve independence.

A White House fact sheet summarized the policy as: “We must stop relying on everyone else. Fortunately, everyone else can help.”
